Hamare maashre mein chunanche hukoomat ki taraf se Islami sha’air aur deeni masalih ke tahaffuz ke liye woh iqdamat nahi kiye jaate jo ek Islami hukoomat ka farz aur Muslim maashre ki bunyadi zaroorat hote hain.
Is liye ahl-e-khair aur arbab-e-ilm mil jul kar is kami ki telaafi karte hain aur deeni wa da’awati kaam ko marboot o munazzam karne ke liye mukhtalif idaare aur jamaatein tasleem dete hain jo shara’an bilkul durust aur ek deeni zaroorat hain.
Aur yahan Ahl-e-Sunnat aur Salafi ulama ka is baat par ittefaq hai, hamare is mahool mein kisi mo’tabar aalim ne is tareeqa-e-kaam ke adam-e-jawaz ka fatwa nahi diya. Kyunke insani jaan ki tarah hi deeni masalih ki hifazat bhi shara’an zaroori amr hai.
Ta’ham hamare yahan awami sat’h par deeni jamaaton aur tanzeemon ki babat do tarah ke nazariye paaye jaate hain:
① Ba’z log to saray se tanzeem saazi aur jamaati nizam qaim karne ko na-ja’iz aur shara’an haram samajhte hain.
Bila shubha yeh soch durust nahi hai aur shar’i masalih ke bilkul khilaf aa’qibat na-andeshi par mabni hai. Ise hamare akabir ulama ek shaz fikr qarar dete hain.
② Doosri taraf ek nazariya yeh hai ke jamaati zindagi az bas zaroori hai. Aur har tanzeem mein aami zehan is baat ka da’weedar rehta hai ke hamari tanzeem mein shamil hona zaroori hai.
Phir is da’we par iltizam-e-jamaat aur ita’at-e-ameer ki woh ahadees mantaq kar di jaati hain jo ek Muslim riyasat aur haakim-e-shar’i ki farmabardari ke mutalliq marwi hain. Aur yeh nusus-e-shariat mein ma’nawi tahreef hai.
Balkeh mojooda daur mein ba’z mawaq’on par tanzeemi asabiyat aur jamaati ghulu yahan tak dekhne mein aata hai ke kisi shakhs ke ek tanzeem se nikalne par adaawat aur dakhal hone par muhabbat ka sulook kiya jaata hai, yaani al-wala wal-bara ki bunyad hi apni tanzeem ko thehra liya gaya hai jo haqeeqat mein shirk aur ma’siyat ke liye mashroo’ kiya gaya tha.
Haqeeqat baat yeh hai ke yeh dono rawayye hi akabir ulama ke nazdeek ma’yub aur mamnoo’ hain jis ki un ke fatawa mein wazeh muzammat ki jaati hai. Aur woh amalan bhi isi par kaarband hain. Hafizahumullah wa ra’aahum.
Ab aisi soorat-e-haal mein durust rawayya kya hai aur hamara tarz-e-amal kya hona chahiye?
Is hawaale se do baatein to ooper ki ma’roozaat se wazeh ho gayeen ke jahan tanzeem saazi ki hurmat aur jamaati asabiyat ke dono nazariyaat ghalat hain, wahan hamare maashre mein deeni ta’leemaat aur shar’i hudood wa qayood ki pabandi karte hue idaron aur jamaaton ka wajood bhi zaroori hai, magar is ke sath hamein yaad rakhna chahiye:
➊ Jamaat aur tanzeem ki bunyad par muhabbat ya adaawat ka rawayya shara’an na-ja’iz hai. Kisi fard ke sath yeh sulook sirf ghalat manhaj ki bunyad par hi kiya ja sakta hai.
➋ Sahih aqeedah aur manhaj ki hamil har idara/jamaat mein shamil hua ja sakta hai, is se kisi ko rokna aur shamil hona ghalat qarar nahi diya ja sakta.
➌ Manhaj-e-haq ke hamil har idara/tanzeem ke sath ta’awun alal-khair ka rawayya rakhna chahiye. Aur tafreeq o tashattut se gurez karna zaroori hai.
➍ Is jamaat/tanzeem ki hesiyat ek idare ki tarah hoti hai ke jis mein rehte hue us ke qawaid o zawabit ki pabandi karna zaroori hai, ta waqt ke kisi mamnoo’ kaam ka hukm na diya jaaye. Agar kabhi aisa ho to aisi soorat mein kisi kaarkun ke liye ameer/ohdedaar ki baat maanna ja’iz nahi hai.
➎ Aisi kisi jamaat/tanzeem/idara se alaahedgi ikhtiyar karna shara’an na-ja’iz nahi hai. Ek shakhs kisi bhi wajah se alag ho to us par ta’an o tashnee’ karna aur nafrat o adaawat ka muzahira karna durust nahi.
➏ Kisi jamaat/tanzeem se nikalna bay’at torne aur jahiliyat ki maut marna qarar nahi diya ja sakta. Yeh khususiyaat sirf Muslim riyasat/haakim ko haasil hoti hain.
➐ Aisi jamaat/idara ke sarbarah ki hesiyat ek muntazim ki hoti hai, jis ki ita’at tanzeem/idara ke andar rehte hue deeni masalih ke paish-e-nazar ki jaati hai.
➑ Is sarbarah ki hesiyat ek shar’i haakim/ameer ki nahi hoti ke jis ki ita’at deeni farz ho aur adam-e-ita’at par gunah ho.
➒ Hamari deeni istehqamat ka mutaliba hai ke jab kisi idara/tanzeem mein khilaf-e-shariat tarz-e-amal dekhein to mutalliqa forum par baghair kisi mudahanat/tamalluq ke us par tanqeed karein. Aur agar woh rawayya awam mein phelaaya jaaye to awami forum par naqd kar ke us se e’lan-e-bara’at ki jaaye.
➓ Har jamaat/idara ko deeni rahnumai ke liye dunyawi taleem yafta afraad ke bajaye ulama aur raasikheen fil-ilm se mashwarat ka watira apnana chahiye. Apni da’wat ki bunyad amr bil-ma’roof wa nahi anil-munkar ko rakhna chahiye.
Tauheed o sunnat ki isha’at ke sath shirk o bid’at ki muzammat aur ahl-e-bid’at se shar’i ta’amul ke mutaqqaf zawabit ka paband rehna chahiye. Is mein khwahish-parasti ka itteba karne se bachna chahiye.
⓫ Deeni jamaaton/idaron ko har masjid ko apni da’awati nashaat ka markaz qarar de kar us ke qurb o jawar mein da’awati network ko mazboot aur har pehlu se wasee’ karna chahiye, awam ki zehan-saazi ke liye maashre ke har tabqe aur forum tak apni islahhi awaz ko pohanchana chahiye.
⓬ Aur madaris ka ta’leemi system mazboot se mazboot banana chahiye, un mein uloom-e-shari’ah ki tadrees ka ma’qool intizam ho aur jadeed maashrati zarooriyaat ko madh-e-nazar rakhte hue ulama wa du’aat ki tayyari ka zaroori band-o-bast ho, tab hi jamaaton aur idaron ke qiyam ki wajah-e-jawaz banegi, warna yeh bhi sirf ek siyasat aur mafaadaat ka khel ban kar reh jayenge.
